Stoic and direct, Hogarth rose to his position as a brilliant strategic commander of the Aetherguard. By his own admittance he dislikes the political intrigue that his position requires.
Prior to his election to Grand Arbiter, Xan was instrumental in claiming the Trimar Adventuring Outpost, now Trimaris.

Due to his abrasive yet charming (his words) personality, he's is generally disliked by the local adventures. Despite this, he still regularly visits, often with requests for the adventurers.
After being elected, he has been a staunch supporter of Therea, the lady of coin. There has been some speculation of corruption around Xan as after his election the Merchant who contested him for the position of Arbiter found his Warehouse near the river docks claimed by the city to use the land for larger dockyard areas with the increase in goods coming from Trimaris.

Originally known as the Shieldhaven Forward Outpost, the settlement of Trimaris was a fort outside of the large city of Shieldhaven where adventurers normally gather. It was once destroyed in 28 AS as an Anarian army marched downriver to lay siege to Shieldhaven. Recently, there was an effort to begin rebuilding the outpost, under the guidance of Xan Turrainly. The town was successfully reestablished in 122 AS. There has been criticism of the Shieldhaven council for devoting resources to the town as it is susceptible to the effects of rifts, being so far from City of Shieldhaven. However with the alliance between the council and adventurers, it was formally recognized as a town proper, and was renamed Trimaris.

When first re-established the townsfolk and adventurers that frequented the area had to dead with sahuagin territory issues and a schism in the local orc tribe that made the area generally unsafe. The sahuagin have since struck a deal with the current Magistrate and the local tribe has been mostly reconciled with the locals uncovering an Anarian disguised as one of their shamans.

Lake Trimar
One of the most significant features of Trimaris is it's location at the edge of Lake Trimar against the river that runs through Shieldhaven out to the western ocean. The Lake is of great importance as all four countries on the north of the continent share a border with it, allowing for trade opportunities, but also greater chance for inciting incidents.

Rumoured to be living within the lake is a sea creature that few have laid eyes upon. It is said to have been deposited deep in the lake by a rift and has since been put into a magical slumber.

History
28 AS
* Anerian Empire attacks Shieldhaven, destroying the fortified outpost. The central tower of the outpost was razed to the ground and the surrounding lands burned.

29 AS - 121 AS
* Various attempts to have the outpost re established were met with mixed results, due to monster attacks and Rift excursions. The most recent rumor was it was taken by cultist activity.

122 AS
* Outpost was successfully re-established by Xan Turrainly, on behalf of the Council of ShieldHaven.

124 AS
* The Council of Shieldhaven recognizes the Trimar Adventuring Outpost as a town. An election was held and Zephyr Goldenwind was elected to the position of Magistrate, their first action was to rename the town Trimaris.
