In 27 AS with rumours of Anarian Empire possibly looking to reclaim some of it's lost territory, and other threats appearing to the south, a proposal was set forth to band together for protection. They decided to appoint a group of governors to oversee themselves. Shieldhaven was invited to the gathering, but refused to join The Merchayne.
