With the empire attempting to march on Shieldhaven and other threats appearing to the south, most of the smaller breakaways in the area agreed to come together to form the Merchayne, ruled over by the leaders from several of the individual rulers at the time.
Some of the Governors to this day still feel enmity towards shieldhaven for refusing to join the Merchayne.
